Schedule a Pre-Development Meeting
If you are interested in building or opening a business within the City of Magnolia, a pre-development meeting is required for both residential and commercial properties.
You do not have to own a piece of property to hold a pre-development meeting. This can be done during the due-diligence phase.
It is recommended to be held before purchasing to avoid possible delays or surprises during the development process.
Discussion topics may include land use, boundary changes, annexation, utility service/extension, capacity, restrictions, new tenant occupancy, etc.
To schedule, these 3 items must be provided:
- Completed Pre-Development Meeting Request Form
- Preliminary Site Plan
- Should include existing structures, proposed additions, and ideally, measured distances to building setbacks, easements, and rights-of-way.
- May be a survey, Google Earth aerial image, or similar.
- Meeting Agenda
- Should include list of topics, questions, concerns, etc.
All must be emailed to planning@cityofmagnolia.com.
Pre-Development Meetings are held virtually via Microsoft Teams on Wednesdays between 8:00am - 12:00pm in 30-minute increments.
Staff will schedule the meeting and coordinate via email.

- Some areas fall under a development and/or utility agreement. It is important to obtain this agreement from the developer and review its contents before the meeting.
